Reports to: Plant Manager/Deputy Managing Director of Operations & Maintenance Department
Supervises: Shift Charge Engineers, Control Room Operators, Operations Technicians, and Auxiliary Operators
Position Overview
The Deputy Plant Manager (Operations Focus) is responsible for overseeing the safe, efficient, and reliable operation of the 133 MW run-of-river hydropower plant. The position ensures that power generation activities are conducted according to established operational procedures, environmental regulations, and safety standards.
The role provides direct leadership to the operations team, coordinates closely with the maintenance and dam safety units, and ensures continuous optimization of plant performance and energy output. Acting as the second-in-command to the Plant Manager, the Deputy Plant Manager assumes full management responsibility in the Plant Manager’s absence.
Key Responsibilities
1. Plant Operations Management
1) Supervise and control daily plant operations to ensure optimal electricity generation and water management in accordance with operational targets and hydrological conditions.
2) Monitor plant performance indicators such as generation output, turbine efficiency, water levels, and equipment status.
3) Oversee control room operations and ensure adherence to standard operating procedures (SOPs).
4) Manage the operation of turbines, generators, gates, and auxiliary systems to maintain stable plant performance.
5) Implement operational strategies to minimize energy losses and optimize load distribution.
2. Coordination with Maintenance and Dam Safety Teams
1) Collaborate with maintenance teams to schedule shutdowns and ensure minimal impact on generation availability.
2) Support dam safety inspections and operational readiness of spillways, gates, and other hydraulic structures.
3) Provide technical input for maintenance planning and troubleshooting of operational issues.
3. Safety, Health, and Environmental Compliance
1) Ensure compliance with all safety, health, and environmental (SHE) regulations in plant operations.
2) Promote and maintain a safety-first culture within the operations team.
3) Ensure that all operators follow lockout/tagout procedures and emergency response protocols.
4) Support environmental monitoring related to river flow, sediment, and water quality in coordination with environmental officers.
4. Leadership and Staff Development
1) Lead, mentor, and train operations staff to enhance technical and operational competencies.
2) Assign tasks, monitor performance, and ensure discipline and adherence to company policies.
3) Conduct shift meetings and daily coordination briefings to ensure operational continuity.
4) Support the development of succession plans and competency matrices for the operations department.
5. Planning, Reporting, and Documentation
1) Prepare daily, weekly, and monthly generation and operation performance reports.
2) Maintain operational records, logbooks, and event analyses.
3) Review and update operating procedures to reflect equipment upgrades and process improvements.
4) Analyze deviations, unplanned shutdowns, and generation losses; propose corrective actions.
6. Emergency and Crisis Response
1) Participate in emergency drills and coordinate immediate response actions during abnormal plant conditions (floods, equipment failure, blackouts).
2) Serve as deputy leader of the Emergency Response Team (ERT) in the Plant Manager’s absence.

5) Staff competency improvement and training completion rate.
6) Timeliness and accuracy of operational reporting.
คุณสมบัติผู้สมัคร
1. Bachelor’s or Master’s degree in Electrical Engineering, Mechanical Engineering, Energy Engineering, or Hydropower Engineering. 2. Additional training or certification in power plant operation, dam safety, or energy management is an advantage. 3. Minimum 8–10 years of progressive experience in hydropower plant operations, including at least 3–5 years in a supervisory or senior operations role. 4. Experience in run-of-river hydropower plants or other renewable generation facilities preferred, And Strong background in turbine/generator operation, hydrological monitoring, and grid coordination. 5. Thorough understanding of hydropower plant operational systems, water flow dynamics, and generation control, And Commitment to safety, sustainability, and operational excellence. 6. Strong knowledge of control systems (SCADA, PLC), electrical distribution, and protection systems, And Familiarity with dam safety protocols, hydrology, and river flow management. 7. Excellent leadership, team coordination, and decision-making skills, And Proficient in data analysis, reporting, and use of digital monitoring tools. 8. Strong commitment to safety, environmental protection, and regulatory compliance, And Fluency in English required; proficiency in Lao is a strong advantage.
