Reports to: Manager and Deputy Managing Director of Operations and Maintenance
Supervises: Hydrologists, Water Resources Engineers, GIS Specialists, Field Survey Teams, Data Analysts
Position Overview
The Head of Water Resources Exploration Engineering Section is responsible for leading all activities related to hydrological exploration, water resource assessment, and feasibility analysis for hydropower planning, reservoir management, and river basin development.
This role ensures accurate hydrological data collection, modeling, forecasting, and analysis to support project design, operational decision-making, dam safety, and environmental compliance. The position oversees field investigations, hydrological studies, and technical reporting while ensuring alignment with national standards, international best practices, and project requirements.
Key Responsibilities
1. Hydrology & Water Resource Assessment
2) Lead hydrological exploration and analysis for existing or proposed hydropower projects.
3) Oversee the collection and validation of hydrological data, including rainfall, inflow, sediment, evaporation, and discharge.
4) Conduct water balance studies, flow-duration curves, flood estimation, and low-flow analysis.
5) Develop hydrological models for forecasting and long-term planning.
2. Field Survey & Investigation Management
1) Plan and supervise field surveys for stream gauging, sediment sampling, and watershed monitoring.
2) Ensure proper installation, calibration, and maintenance of hydrological measurement equipment.
3) Manage field teams to guarantee high-quality and accurate data collection.
3. Technical Studies & Engineering Support
1) Lead feasibility studies for hydropower and water resource development.
2) Provide hydrological design parameters for engineering teams (flood design, reservoir rule curves, spillway design inputs).
3) Assess water availability for power generation, irrigation, and downstream requirements.
4) Support environmental impact assessments through hydrological data and analysis.
4. Reservoir & River Basin Management
1) Provide guidelines for reservoir operation planning and optimization.
2) Analyze seasonal flow variability and climate change impacts.
3) Coordinate with dam operation and safety teams on inflow forecasts and flood routing.
4) Support river basin sustainable management practices and watershed conservation strategies.
5. Data Management, Modeling & Reporting
1) Develop and maintain hydrological databases, GIS mapping, and modeling tools (HEC-HMS, SWAT, MIKE11, etc.).
2) Prepare monthly, seasonal, and annual hydrological reports and forecasts.
3) Review and validate technical reports, studies, and assessments prepared by team members or external consultants.
6. Compliance, Standards & Governance
1) Ensure compliance with national water laws, hydrological standards, and international hydropower guidelines.
2) Implement quality control for all hydrology-related engineering outputs.
3) Coordinate with government water agencies, environmental authorities, and river basin committees.
7. Leadership & Team Development
1) Lead and develop a team of hydrologists and water resource engineers.
2) Provide coaching, training, and capability development for technical staff.
3) Ensure discipline, performance monitoring, and continuous improvement within the section.

คุณสมบัติผู้สมัคร
1. Bachelor’s or Master’s degree in Water Resources Engineering, Hydrology, Civil Engineering (Hydraulic focus), Environmental Engineering, or related field. 2. Advanced training in hydrological modeling, watershed management, or hydropower planning is an advantage. 3. Minimum 8–12 years of professional experience in hydrology or water resource engineering. 4. At least 5 years in a senior or supervisory role within hydropower, water resource development, or engineering consultancy. 5. Strong experience in hydrological modeling, river basin management, and field investigation. 6. Strong knowledge of hydrology, surface water modeling, and watershed processes, and Proficiency in modeling tools such as HEC-HMS, HEC-RAS, MIKE11/MIKE SHE, SWAT, ArcGIS. 7. Expertise in hydrological database management and forecasting techniques, and Understanding of hydropower engineering, reservoir operations, and flood management. 8. Excellent leadership, project management, and communication skills, and Strong analytical and problem-solving abilities. 9. Proficiency in English; knowledge of Lao is an advantage.
